The RTD Board of Directors approved significant changes to fares across the whole transit system.  Previously, discounted fares were only available on a limited basis through human service providers.  Starting July 1st, 2019, there will be an unlimited number of “low-income” discounted tickets and passes at 40% off for people living at or below 185% of the federal poverty level ($46,435 for a family of four or $22,459 for an individual).

Unfortunately, fares are going up across the board beginning January 1st. So, families with low incomes are going to feel the pressure of things being worse before they get better.
